Cm Charles Allen gets to the heart of the matter about what's at stake in Mayor Muriel Bowser's budget: This is about promises that were made to DC residents, and thoughtful decisions about how funds would be spent. When budgets raid funds, it breaks promises and erodes peoples' trust.

As it stands the current BSA defunds Affordable Electrification, creates permanent executive authority to raid future SETF money and manipulated the District electric supplier agreement.

Testifiers are characterizing Mayor Muriel Bowser's budget as money laundering; taking Sustainable Energy Trust Fund allocated by the Council for use for Healthy Homes Act (which itself passed first vote unanimously) and using it to pay DC government's energy bills. 😡
