D Chambers AZ didn’t cap the # of scholarships available. TN’s plan is already funded for 20k EFAs with modest growth subject to #TNleg appropriations. AZ is growing fast bc parents want school choice. TN wisely plans to give access to those who need it most 1st, and accounted for budget.
