UNODC Prevention Treatment Rehabilitation Section @UNODC GhadaFathiWaly Justice Tettey Wadih Maalouf Youth RISE SSDP International Exploring effective prevention is important, the seeming exclusion of harm reduction from the forum is irresponsible and unsustainable in the context of wider UN discourse and member state practice.
Prevention and harm reduction are complimentary - not antagonistic

UNODC Prevention Treatment Rehabilitation Section @UNODC GhadaFathiWaly Justice Tettey Wadih Maalouf Youth RISE SSDP International Was there any participation by young people who use drugs or harm reduction services - as surely sensible, appropriate, and in line with UN good practice guidelines for participation of impacted communities?

UNODC Prevention Treatment Rehabilitation Section @UNODC GhadaFathiWaly Justice Tettey Wadih Maalouf How forum participants are selected, & how the agenda determined is very opaque
It is notable that youth orgs that advocate for harm reduction in UN arenas, including Youth RISE & SSDP International, have long been excluded from the forum, despite repeated requests to particpate

UNODC Prevention Treatment Rehabilitation Section @UNODC GhadaFathiWaly Justice Tettey Wadih Maalouf In the context of the importance the UN, & UNODC rightly places on harm reduction, specifically regards youth access & the right to health, the absence of *any* mention from the youth forum statement is difficult to understand.

UNODC Prevention Treatment Rehabilitation Section @UNODC GhadaFathiWaly Justice Tettey Wadih Maalouf Harm reduction is also emphasised in this years CND resolution on overdose prevention
unodc.org/documents/comm…
Multiple UN mechanisms have made clear youth must have equal access to harm reduction, as part of their fundamental right to health

UNODC Prevention Treatment Rehabilitation Section @UNODC GhadaFathiWaly Justice Tettey Wadih Maalouf Prevention is important, but why is there no mention of harm reduction for youth?
Harm reduction has been identified by many UN mechanisms as an key element of the policy response to drug use, including the UN system common position on drugs
