It appears Blizzard created a bug that, amongst other things, affects Oracles in a noticeable way in PvT. If Oracle 1 fires at an SCV, and Oracle 2 fires at the same SCV right before Oracle 1 is about to shoot a second time, Oracle 1's second shot will fail. Fix has been logged
